In 1787, James Madison wrote a ' CONSTITUTION ' draft which included a Preamble and twenty-three articles with fifty-seven sections. With much debate in the Legislature (1st Branch) , it was final on March 4 1789 and the new government of the United States of America began legally to function on April 6. George Washington was inaugurated as President on April 30 and the Executive Branch (2nd) of the government under the Constitution became operative. But it was not until February 2, 1790, that the Supreme Court (Judicial / 3rd Branch) was organized and, held its first session. That's when our government under the Constitution actually became fully working. The final included 4,543 words and signatures!
